Funding Changes
Adult Skills Budget...
In the future the SFA will base some of its funding for supporting unemployed people on job outcomes. 2.5% of the Adult Skills Budget funding allocation will be attributed to the achievement of job outcomes for learners - Outcome Incentive Payments (OIP).
In 2011/2012 colleges and training providers can use the outcome based funding to invest in capacity and systems to support unemployed learners into jobs including:
- Resources/processes to improve engagement with JCP or employers to determine skills needs
- Additional support to help people find and apply for jobs
- Destination tracking and reporting methods
But for many colleges and training providers, the risks involved in developing capacity and systems with no guarantee of financing and no knowledge of the number of job outcomes expected, could prohibit participation in these performance-based initiatives.

JSA & ESA WRAG recipients...
From 2011/12 academic year, unemployed people in receipt of Jobseekers' Allowance (JSA) or Employment and Support Allowance in the Work Related Activity Group (ESA WRAG) will be eligible for fully funded skills training to help them into work. In both these circumstances receipt of the benefit is conditional on the individual actively seeking or preparing for work.
